Thomas A. Downes Best Paper Award

The Thomas A. Downes Best Paper Award recognizes academic contributions of the researchers in our journal, Education Finance & Policy. The award is named in honor of Dr. Thomas A. Downes, in recognition of his considerable contributions over several decades to building a community for high-quality education policy and finance research through AEFP and its flagship journal.

The journal editor(s) select the best paper published in EFP in the prior calendar year to receive the Thomas A. Downes Best Paper Award.
