Statistical Research Analyst
In this job, you will:

-Design, implement and manage program evaluations in the secondary and postsecondary environment related to state and federal educational grant programs including, but not limited to, GEAR UP Iowa, Local College Access Networks (LCANs), AmeriCorps programs, College and Career Readiness Academy and Course to College. Perform advanced professional level or lead work in collecting, compiling, analyzing and reporting statistical data.

-Perform advanced level complex analysis from varies data systems using descriptive and advanced statistical techniques using tools such as Microsoft Excel, Access, SAS, and STATA. Ensure data integrity, validate and perform quality assurance processes to confirm results. Serve as the agency expert on program evaluations.

-Translate findings into recommendations that will benefits the agency and program participants and inform policy makers. Use evidence-based practices to promote, evaluate and improve programs administered by the agency. Articulate and publish original research studies, write reports and information for use by state legislators, administrators, colleges, universities and the general public.

-Present evaluation results and recommendations to multiple audiences including program directors, district leadership, board of commissioners and other stakeholders along with potential travel to conferences to present on research.

-Develop positive relationships with high schools personnel, college administrators, education scholars and other agency staff. Engage in memorandums of understanding for data sharing between state agencies.

-Work directly with external grant program evaluators to ensure proper collection of data, compilation of reports and assessment of the program.

-Participate in the development of grant proposals.

Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

-Graduation from an accredited four-year college or university with a bachelor's degree in statistics, mathematics, economics, political science, or public administration and four years of full-time work experience in statistical analysis or economic research.
-A total of eight years of education and/or full-time experience (as described in number one), where one year of full-time experience equals 30 semester hours of education (maximum substitution of four years).
-Eight years of full-time work experience involving responsible technical statistical analysis or economic research.
-Graduation from an accredited college or university with a master's degree in higher education and student affairs, education policy, statistics, mathematics, epidemiology, economics, public policy, public affairs, public administration, or business analytics and two years of full-time experience (as described in number one).
-Current, continuous experience in the state executive branch that includes 18 months as a Statistical Research Analyst 2.
